A 17-year-old mother and her 2-month-old child have been safe after an Amber Alert was issued for them Thursday afternoon. Police say that Angelica Lopez and her daughter Enalina Hernandez were abducted at gunpoint in Oakland Wednesday night.

Both suspects are still outstanding. The first suspect is 19-year-old Marcos Hernandez. The name of the second suspect is unknown, however he may go buy the alias "Weecho". Police suspect they may be in the Sacramento area.

Marcos Hernandez has short black hair and brown eyes. He is 5 feet 8 inches tall and weighs 185 pounds. He may be driving a silver 2006 Ford Focus. The suspects are considered armed and dangerous and anyone who sees the vehicle is asked to call 9-1-1.

Anyone who might have further information on the case is asked to call the Oakland Police Department.

Officials say West Nile Virus activity has increased in the last week, especially in Yolo County. The Sacramento-Yolo Mosquito and Vector Control District says Woodland, Davis, Knights Landing and Dunnigan have seen 29 mosquito samples test positive for the virus. There are plans in place to increase ground and aerial treatments over the affected areas. Thirteen cases of West Nile have been reported so far in 2012 and an 88-year-old woman in Kern County died of the illness last week. The risk of the disease is low for most people, but the very young and those over 50 could have serious reactions. Last year, 159 people in California got sick from the virus, and nine people died.

State scientists say the lone wolf roaming far Northern California should be considered a candidate for listing under the state endangered species act. A report from the Department of Fish and Game calls the presence of the gray wolf that crossed the border from Oregon last December "historic and a scientific certainty." The report says that other wolves could migrate to form breeding populations.

The report was presented yesterday to members of the California Fish and Game Commission, which will decide at a future meeting whether to officially protect the gray wolf. The agency is acting on a petition for listing filed by the Center for Biological Diversity and other environmental groups. Some are concerned that cattle ranchers might view the wolf, known as OR-7, as a potential threat to livestock.

Stockton Police are investigating the city's 40th homicide this year. A spokesman says officers were called to an apartment complex along Hammer Lane early yesterday morning to find a 27-year-old man suffering from a gunshot wound. That man was apparently standing on a balcony when shots were fired at him from the ground.

Several people were detained for questioning but no police have not determined a motive or made any arrests. As we told you here on KFBK, the non-profit "Guardian Angels" have set up a new chapter in Stockton after saying residents asked for help. The group will hold a meeting tomorrow night at the downtown cinema on El Dorado Street.

Investigators say a homeowner has shot and killed a burglar who broke into his Central California indoor marijuana garden. Police found the 21-year-old burglar face down on the front lawn of a Modesto home yesterday (Tuesday) afternoon. He was taken to a hospital where he died. His name hasn't been released.

The Modesto Bee says the man was shot about a block away by a homeowner who found the man climbing through a broken window where 100 marijuana plants were growing. The homeowner hasn't been arrested, but detectives say the investigation is continuing.

There's always a lot of talk about Social Security during a presidential election year. Ever wonder what became of the first person to draw a Social Security check? Her name is Ida May Fuller, who got her first check in January 1940. She was 65 at the time - and lived to be 100. She only paid Social Security taxes for three years - which means she did fairly well under the program. Fire restrictions continue in the national forests as the hot dry conditions will be found throughout the Sierra. Only in certain areas will officials allow for wood fires and charcoal barbecues. Recent small fires along the higher elevations is prompting the National Forest park rangers to impose the rules below 6,000 feet. No fires, wood or stove, in non approved areas, no smoking unless in a building or vehicle, no welding and using a combustion engine. These rules will extend through the fire season.

A panel of scientists has recommended major changes in the way salmon hatcheries are run in California. The comprehensive review released yesterday was ordered by Congress, and comes three years after another group of experts identified an overreliance on hatchery salmon as a key factor in the 2008 collapse of salmon returns to the Sacramento River.

Among the general findings, the panel found that there are no uniform standards to make sure hatcheries use the most up-to-date scientific practices. It also suggests measuring the success of hatcheries on how many adults return, rather than how many young fish are released, and minimizing the harm hatchery releases cause wild fish. The review looked at eight hatcheries - six state and two federal.
It took two years and cost $2 million.

The ongoing two day AT&T strike is effecting a local agency's move into a new building... Officials at Sacramento Housing and Redevelopment Agency have decided to postpone moving the Housing Authority program offices to a newly renovated building scheduled for this weekend due to the strike. SHRA contracted with AT&T to connect all of the phones and computers at the new building at 630 I Street.

Instead the offices will remain open at their current locations at 701 12th Street and 1210 G Street until noon on Friday, August 24, 2012. The new building is set to then open on Monday, August 27 at 1 p.m.
