A bill to create an online database for recyclers and pawnbrokers to report purchases of metal and other potentially stolen properties has been sent to Governor Jerry Brown for approval. The electronic database would report transactions the day they occur, dramatically increasing the odds of tracking and catching thieves. The California Department of Justice would create and administer the system which is to be funded by pawnbrokers. Authored by Sacramento Assemblyman Dr. Richard Pan, the bill passed each house without a single no vote.
