The Affordable Care Act is designed to increase the quality and affordability of health insurance, lower the uninsured rate, and reduce the costs of healthcare for individuals and the government by requiring Americans to have health insurance. Those who do not have health insurance will either be covered through an expansion in the Medicaid program or they will be required to purchase health insurance coverage through the health exchange. California's health care exchange is called Covered California.
The ACA also requires insurance companies to cover all applicants within new minimum standards and offer the same rates regardless of pre-existing conditions or sex. Projections show the ACA will lower future deficits and Medicare spending.
