It's up to the voters. The Sacramento City Council decides to put a "strong mayor" initiative on the ballot:
The Sacramento City Council last night voted 5-4 in favor of putting a "strong mayor" initiative on the November 2014 ballot. As always with this issue, there were plenty of comments for and against, for instance,
"I challenge the idea that accountability can only be attained by changing our charter to a strong mayor system."
"when you are a business owner, whether it's you're building a business here or you're looking to build a business here, especially when those young professionals, you know, you need to know this is a city that's making the right decisions to grow with you."
If passed by voters it would basically make the mayor the CEO of Sacramento with the power to appoint a city manager, propose the budget and override certain council decisions.
